Penang’s Industrial Geography

Penang’s industrial areas are spread across five districts — Timur Laut (TL) and Barat Daya (BD) on Penang Island, and Seberang Perai Utara (SPU), Seberang Perai Tengah (SPT) and Seberang Perai Selatan (SPS) on Penang Mainland. The district maps below provide a closer view of the industrial parks and their geographic context.

Penang Island

Penang Island contains industrial locations across its two districts, Timur Laut (TL) and Barat Daya (BD), with the main concentration around the established Bayan Lepas industrial corridor in the south and smaller industrial areas closer to George Town.

Timur Laut (TL) — Northeast District

Timur Laut (TL) contains a small number of industrial locations on Penang Island, generally closer to George Town and the island’s urban core. Major industrial locations are Fortune Park (TL/01), Jelutong Tech Park (TL/02) and Solok Sungai Pinang Industrial Area (TL/03).

Barat Daya (BD) — Southwest District

Barat Daya (BD) contains Penang Island’s principal established industrial concentration, especially around the Bayan Lepas industrial corridor. Major industrial locations are Bayan Lepas Industrial Park (BD/01), Diamond Valley Industrial Park (BD/02), Nyaman Mutiara Industrial Park (BD/03), Sungai Tiram Industrial Area (BD/04) and Sri Jaya Industrial Park (BD/05).

Penang Mainland - Seberang Perai

Penang Mainland (Seberang Perai) contains the broader spread of industrial locations across the state, from established areas in the north and central mainland to major industrial growth areas in the south. The district maps below cover Seberang Perai Utara (SPU), Seberang Perai Tengah (SPT) and Seberang Perai Selatan (SPS).

Seberang Perai Utara (SPU) — North Seberang Perai District

Seberang Perai Utara (SPU) covers Penang’s northern mainland. Major industrial locations identified in the PIMP include PERDA Food Park (SPU/01), Sungai Lokan Industrial Area (SPU/02), Mak Mandin Industrial Area (SPU/03), Teras Jaya Light Industrial Area (SPU/04) and Sungai Puyu Industrial Park (SPU/05). Further north, Penang Technology Park @ Bertam is a newer private greenfield development in the Kepala Batas–Bertam area.

Seberang Perai Tengah (SPT) — Central Seberang Perai District

Seberang Perai Tengah (SPT) contains one of Penang’s strongest concentrations of established industrial areas. Major locations include Seberang Jaya Industrial Park (SPT/01), Perai Industrial Area (SPT/02), Perai Industrial Park (SPT/03), Bukit Minyak Industrial Park (SPT/06), Permatang Tinggi Light Industrial Area (SPT/12), Juru Light Industry Park (SPT/13), Bukit Tengah Industrial Area (SPT/14), Penang Science Park (SPT/19) and Penang Science Park North (SPT/20). Northern TechValley @ BKE, at Mengkuang in the Bukit Mertajam area, is a newer private greenfield development.

Seberang Perai Selatan (SPS) — South Seberang Perai District

Seberang Perai Selatan (SPS) contains major industrial locations and growth areas across Penang’s southern mainland. Key locations include Tasek Industrial Estate (SPS/01), Valdor Industrial Area (SPS/02), Batu Kawan Industrial Park (BKIP) (SPS/03), Bukit Panchor Industrial Area (SPS/04) and the Sungai Baong Furniture Industrial Area (SPS/05).

Understanding Penang’s Industrial Parks

Penang’s industrial parks are at different stages of development and renewal. The Penang Industrial Master Plan 2030 (PIMP) uses four development categories — Greenfield, Greyfield, Bluefield and Brownfield — to describe different approaches to new development, upgrading and redevelopment. These categories provide useful strategic context, but they are not legal zoning, title or tenure classifications.

Greenfield

New industrial areas where development can incorporate current planning concepts, technology, innovation and best practices from the outset.

Greyfield

Existing industrial areas identified for improvement or upgrading, including sites that may be underused or experiencing decline.

Bluefield

Industrial areas where new development and redevelopment are introduced within the same existing industrial ecosystem.

Brownfield

Industrial areas requiring more substantial redevelopment, which may include redevelopment, relocation or site rehabilitation before new development.

Who Developed the Industrial Park Can Also Matter

The development structure of an industrial park can affect tenure, how land or factories are offered, and the types of opportunities available. This is separate from the Penang Industrial Master Plan 2030 Greenfield, Greyfield, Bluefield and Brownfield categories.

PDC / Public-Sector Developed Parks

Many of Penang’s established industrial parks were developed by the Penang Development Corporation (PDC). Land in mature PDC parks is generally leasehold, and the applicable title, lease conditions and approval requirements may affect a particular transaction. Existing factory sale and lease opportunities vary by park and property.

Private Industrial DevelopmentsText:

Private industrial developments can have different tenure and product structures. Some newer developments may offer completed factories, leasing or built-to-suit opportunities. For example, Northern TechValley @ BKE and Penang Technology Park @ Bertam are current private greenfield developments with freehold offerings.

Important: Developer and tenure should be considered separately. A privately developed industrial park should not automatically be assumed to be freehold, and the tenure or transaction conditions of any industrial property should be checked for the specific property.

Choosing an industrial location involves more than looking at distance or property price. Different locations can offer different advantages depending on your operations, workforce, supply chain, property requirements and future plans. Consider the factors below when comparing industrial locations.

Industrial Ecosystem

Consider the industries, suppliers, customers and supporting businesses already established in and around the location.

Connectivity & Logistics

Compare access to highways, ports, airports and other key industrial or logistics destinations relevant to your operations.

Workforce & Accessibility

Consider access for employees, surrounding population centres, public transport and the practicality of daily travel to the location.

Infrastructure & Utilities

Consider the infrastructure and utility requirements of the operation, and verify whether the specific property or site can meet those requirements.

Property & Expansion Options

Consider the availability and suitability of factories or land, the fit of the site or building to your requirements, and whether there is practical scope for future expansion.

Planning & Location Context

Consider surrounding land uses, nearby development, future growth direction and relevant planning information that may affect the location’s long-term suitability.

Tenure & Development Structure

Consider whether the property is freehold or leasehold, who developed or controls the industrial park, and whether title, lease or approval conditions may affect the transaction.
