Planning Zoning vs Land Title Conversion in Penang
For industrial land, planning zoning and the registered land title answer two different questions.
Planning zoning concerns the permitted planning use under the applicable development plan. Land title category / condition conversion concerns the registered title category, express conditions and restrictions under the National Land Code.
A parcel can therefore appear suitable for industrial development from a planning perspective while its registered title still requires a separate category or condition conversion.

Planning use and registered-title conditions should be checked independently before committing to industrial land.

One Property, Two Separate Checks
Planning question: What use does the applicable development plan allow or envisage for this site?
Title question: What category, express conditions and restrictions are actually registered on the land title?
Do not assume that an Industrial planning zoning automatically means the title is already in the Perindustrian category, or that a title marked Tiada means unrestricted use.
1. Planning Zoning: The Development-Plan Layer
The Penang planning distinguishes three land-use information layers:
- Existing Land Use — actual land use presently on the ground.
- Zoning Land Use — future land use designated through gazetted development plans and local plans.
- Committed Land Use — projects with planning approval or committed implementation.
Where the proposed industrial use is inconsistent with the applicable planning zoning, a planning rezoning process may be required and is subject to the relevant planning authorities and committee process.
2. Land Title Category and Conditions: The Registered-Title Layer
Title conversion concerns what is registered on the land title under the National Land Code, including the category of land use, express conditions and restrictions in interest.
For industrial-property screening, there are three especially relevant working routes:
- Tiada → Perindustrian: 20%
- Pertanian → Perindustrian: 20%
- Bangunan → Perindustrian: 5%
“Tiada” is not Agriculture. It means that no National Land Code land-use category is currently imposed on the title.

Working formula: Premium = Applicable premium rate × Relevant JPPH land value.

Tiada → Pertanian is intentionally omitted from the current PI working reference.
5. Typical Title-Conversion Workflow
- Application registration and preliminary review.
- Technical comments / referrals, including JPPH valuation.
- Consideration by the State Authority / Pihak Berkuasa Negeri (PBN).
- Conditional approval and issue of the relevant notice.
- Notice 7G sets out the premium and other sums / conditions.
- Payment within the period stated in the notice / approval.
- Registration of the amended category / condition after compliance.
The 2026 PTG briefing indicates an overall operational benchmark of approximately 139 working days. Treat this as an administrative benchmark rather than a guaranteed completion period.
6. What to Check Before Buying or Developing Industrial Land
- Current planning zoning / development-plan designation.
- Registered title category.
- Express conditions and restrictions in interest.
- Whether the proposed industrial use is consistent with both planning and title requirements.
- Whether rezoning, title conversion or both may be required.
- Relevant JPPH valuation basis and working premium route.
- Other PBN / PTG conditions, rent, charges and approval requirements.
These checks matter before treating a headline land price as the total cost of making a site usable for the intended development.
