Bayan Lepas Industrial Park and the Free Industrial Zone
The terms Bayan Lepas Industrial Park (BLIP) and Bayan Lepas Free Industrial Zone (BLFIZ) are sometimes used loosely, but they should not automatically be treated as referring to exactly the same area.
Bayan Lepas Industrial Park is the broader industrial location used by PDC and in the Penang Industrial Master Plan (PIMP 2030). Within the Bayan Lepas industrial ecosystem are areas designated as the Bayan Lepas Free Industrial Zone, together with other industrial properties and facilities.
The distinction can matter to an occupier or investor. A factory located in the wider Bayan Lepas industrial area should not automatically be assumed to have Free Industrial Zone status. The location, title, applicable PDC conditions, regulatory status and suitability of an individual property should therefore be verified for the particular requirement.

Examples of international manufacturers with documented operations in the Bayan Lepas industrial corridor include Intel (semiconductors), TF-AMD Microelectronics (advanced semiconductor packaging and testing), ASE Malaysia (semiconductor assembly and testing), Keysight Technologies (electronic test and measurement), Plexus and Jabil (electronics manufacturing services), and B. Braun (medical technology). These are representative examples of the established industrial ecosystem, not a complete or current tenant directory.
InvestPenang traces Penang’s E&E manufacturing heritage to the pioneering Eight Samurai investors, including Intel, AMD and Hewlett-Packard. It also featured Intel, TF-AMD and ASE in its 2026 advanced-packaging collaboration with local automation and test-equipment companies.
Infrastructure & Connectivity
Bayan Lepas is located beside Penang International Airport and connected to the wider Penang road network. The surrounding corridor includes manufacturing, logistics, commercial and supporting activities.
Infrastructure requirements remain property-specific. Power capacity, water supply, telecommunications, loading access, floor loading, ceiling height, fire-safety systems and other operating requirements should be verified against the proposed factory rather than assumed from the location alone.

A Mature Industrial Property Market
Bayan Lepas differs from Penang’s newer greenfield industrial parks. Much of the location is already developed, so property opportunities are more likely to involve existing factories, warehouses, industrial buildings, redevelopment opportunities or premises becoming available for sale or lease.
This can benefit companies seeking an established manufacturing location, but existing buildings need to be assessed against the actual operational requirement.
