Estimate Your Land Title Conversion Premium
Estimate an illustrative additional premium for changing a registered land title category or amending a title condition / restriction in Penang.
This calculator uses the working premium rates recorded from the 2026 Penang PTG briefing on Sections 124 and 124A of the National Land Code.
Planning zoning / rezoning is separate from title conversion. A parcel may be zoned Industrial while the registered title still shows Tiada, Pertanian or Bangunan.

How to Use This Calculator
- Select the applicable conversion / amendment route.
- Enter the Land Area and choose the unit: acres, sq ft, sq m or hectares.
- Enter the Estimated JPPH Land Value in RM and choose whether the value is per sq ft or per sq m.
- For an express-condition / restriction amendment, enter the number of lots.
- The calculator converts the area to the selected valuation unit, derives the estimated total JPPH land value and applies the working PTG premium rate automatically.
- Use Print / Save PDF to save the result from your browser.
Important: “Tiada” is not Agriculture; it means no National Land Code land-use category is currently imposed on the title.
How the Estimate Is Calculated
Premium = Applicable working rate × Relevant JPPH land value.
For cancellation or amendment of an express condition / restriction, the working basis is the higher of 5% of relevant land value or RM2,000 per lot.
The calculator intentionally excludes Tiada → Pertanian because that route is outside the current PI working reference.
Planning zoning is separate
Planning zoning / rezoning concerns permitted planning use under the applicable development plan. Title conversion concerns the registered title category, express conditions and restrictions. These are separate approvals.

Typical title-conversion process
The 2026 PTG briefing describes application registration and preliminary review, technical comments including JPPH valuation, PBN consideration, conditional approval, Notice 7G, payment and final registration. The briefing indicates an overall operational benchmark of approximately 139 working days, which should not be treated as a guaranteed completion period.
