GEORGE TOWN, Penang – All land rezoning applications for properties in Seberang Perai will only be processed after June 30, 2025, following the official gazetting of the Seberang Perai Local Plan Draft (DRTSP 2030). This crucial development was confirmed in a 4th June statement by State Local Government and Town & Country Planning Committee Chairman YB H’ng Mooi Lye.
Key Deadlines
June 30, 2025, Deadline: Developers and landowners in Seberang Perai who intend to carry out development requiring rezoning have a limited window to submit their applications. Any applications received after this date will not be accepted or processed by the Seberang Perai City Council (MBSP) or the Penang State Town and Country Planning Department for the mainland.
Current Application Status: As of June 4, 2025, MBSP has received 79 rezoning applications, with 58 already approved, 13 rejected, and eight still under review. These pending applications are awaiting the department’s consideration.
Penang Island Exceptions: After June 30, rezoning applications will only be accepted and processed for areas under the Penang Island City Council (MBPP), specifically within the Northeast and Southwest Districts.
Implications
This move is part of the state government’s broader vision for planned, sustainable, and inclusive development across Seberang Perai. The DRTSP 2030 aims to transform the mainland into a prosperous, competitive, and people-friendly city by outlining detailed land use plans that align with the overarching Penang Structure Plan 2030 (RSNPP 2030), which was gazetted on October 24, 2019.
For land owners and potential investors in industrial properties in Seberang Perai, understanding the implications of the DRTSP 2030 is paramount. The gazetting of this local plan will provide a clearer direction for future development, impacting land use, zoning, and the potential for various industrial activities. Adhering to the submission deadline is critical for those looking to proceed with rezoning their land.
